Technical methodology for the Varnarc Construction Cost Index: baseline, weights, sources, update cadence and limitations.

Varnarc Construction Cost Index (VCCI) tracks relative movement in a fixed basket of construction cost components versus a published baseline. Index level 100 equals the baseline period average. VCCI supports national/overall, city and component views only when underlying data quality clears the publication gate — Varnarc does not invent or publish arbitrary index values.
The current baseline is Q1 2026 (2026-01-01 to 2026-03-31). During the baseline window, each component series is normalised so the basket composite equals 100. Later periods are expressed relative to that baseline. Changing the baseline requires a new methodology version and a clear revision note.
Default weights (methodology 2026.08.1): Cement 14%, Steel 16%, Aggregates 8%, Masonry 10%, Labour 25%, Finishing 12%, Electrical 8%, Plumbing 7%. Weights sum to 100%. City views may use the same national weights unless a city-specific weight set is published under a new methodology version. Missing components are excluded from the composite denominator — they are never silently assumed to be 100.
Component series draw from Varnarc construction material price observations (with freshness labels), construction cost-rate records for labour, and documented editorial baskets for electrical/plumbing where market-standard SKUs are sparse. Each published snapshot stores the source dataset list used for that calculation date. Stale or estimated prices are not treated as current inputs without explicit methodology notes.
For each component, an index is formed as (current reference level ÷ baseline reference level) × 100. The overall VCCI is the coverage-adjusted weighted average of available component indexes. We do not interpolate missing days into false daily precision; charts plot observation/calculation dates only.
Target cadence: monthly recompute after component source windows close. Mid-month revisions only when a source error is corrected. Snapshots are never back-filled with interpolated daily values.
Numeric VCCI values are exposed publicly only when: (1) an active methodology version is in force; (2) component weights are valid; (3) weighted coverage of available components is at least 75%; (4) source datasets are documented; (5) the snapshot calculation date is within 45 days for “current” display; and (6) the snapshot is explicitly marked published. Until then, only the methodology and framework status are shown.
VCCI is an indicative planning index derived from observed/reference component series. It is not a contractor quote, tender schedule or live market feed. Local supplier and labour rates can differ materially. Brand, grade, GST, logistics, productivity and contract form can move real project costs away from the index. City coverage is partial. Electrical and plumbing baskets are indicative. VCCI is not suitable as a sole basis for tenders, bank sanctions or dispute valuation.
